缓解豫东地区粮食与棉花生产矛盾的对策与建议

从2004年起，我国采取了种粮补贴等一系列扶持粮食生产的政策和措施，以确保粮食安全．豫东地区人多地少，兼有粮棉生产基地的“双重”身份，在这种情况下，该区的棉花生产很可能因面积减少与投人不足而受到影响．为了缓解豫东地区出现的粮棉生产矛盾，应采取相应的对策与建议．
