| 摘 要： | 服务型政府的构建内在地要求政府与公民社会的共谋合作,逻辑地体现着政府与公民社会的彼此回应。公民社会成为政府服务的主要对象,是政府管理模式转换的"参照系",是政府体制改革的"推动器"。因此,公民社会的健全与否,其功能的强弱直接影响着服务型政府构建的成效。

| Abstract: | The building of service-oriented government demands cooperation between the government and civil society,which manifests itself in mutual responses in a logical manner.Civil society becomes the main concern of the service-oriented government and"the propeller"of the government restructuring.Therefore,the soundness of civilsociety and its function have great impacts on the building of the service-oriented government. |
