| 摘 要： | 基于十堰市山地整理的发展现状,本文采用SWOT法分析了其在资源、区位、政策、需求方面的优势,和成本高、部分地区地质复杂的劣势以及所面临的机遇和威胁,并提出了加强公众参与、引入"反规划"理念、纳入土地利用总体规划、实现经济生态效益多目标统一的建议。

| Abstract: | Based on the current situation of mountainous land consolidation in Shiyan,this paper made a SWOT analysis about its advantages in resources,location,policy,demand,and the disadvantages of high cost in the geological complexity regions,and the facing opportunities and threats.At last,this paper puts forward the following strategy： the methods to strengthen public participation,the introduction of anti-planning concept into the general land use planning,the unified multi-objective of economic and ecological benefits. |
