新型城镇化视域下发展小城市的契机与着力点

当前中国新型城镇化的根本内涵是“以人为本”，重要途径是发展小城市，推进就地城镇化，从而有效破解均衡城镇化难题。因此形成我国小城市崛起的诸多契机和可行条件。文章立足小城市的现实困境，提出要把握好的着力点包括：调整行政区划，构筑产业体系，推进户籍等系列改革和谋求生态城镇化。

OPPORTUNITIES AND KEY POINTS OF DEVELOPING SMALL CITIES UNDER THE HORIZON OF NEW URBANIZATION

The fundamental connotation of new urbanization in current China is “people-oriented”. Developing small cities and promoting local urbanization are important approaches, which can effectively crack problems of balanced urbanization and therefore can create a lot of opportunities and feasible conditions for the rise of small cities in China. Based on the realistic dif-ficulties of small cities', this thesis proposes grasping several key points, including the adjustment of administrative divisions, the building of a sound industrial system, the promotion of reforming the household registration and the seeking for ecological urbanization.
