论西部高等教育的改革

西部高等教育存在着区域结构失衡，专业结构错位、规模不经济、特色不突出、科研能力弱、管理体制落后、与地方经济相脱节、高校办社会、员工队伍结构不合理问题，西部地区要在大开发中实现经济起飞、社会转型和人格重塑三大目标，迅速缩小与东中部地区的差距，就必须大力对现行的高等教育进行改革；调整区域结构；优化专业结构；突出教育特色；提高科研能力；整合科研力量；建构“宽进严出”的管理体制，剥离社会职能；调整员工队伍结构并重新定位办学方向。

On Higher Education Reform in China's Western Areas

There are a series of irrational practices in higher education in western part, such as: unbalanced regional structure, mixed professional structure, uneconomic scale, indistinctive features, inferior scientific research ability, backward management system and unreasonable structure of staff. In order to achieve the three objectives of rapid economical development, of the social transformation and of the personality remolding; and to narrow the gap between the west and the mid east; our government must devote major efforts to reforming the current higher education. The items to be reformed are: adjusting regional structure; optimizing professional structure; improving scientific research ability; building the new management system; stripping the social function; adjusting the staff structure and the direction of running a school.
