| 摘 要： | 从政策工具的视角,并结合科技活动特点和科技政策作用领域等因素,构建公共科技政策分析的三维立体框架,着重阐述该框架的构成机理及政策含义,并利用此框架具体分析了《鼓励软件产业和集成电路产业发展若干政策》。
