试论庚子之变后瑞洵在科布多地区的“筹防”活动

伴随着八国联军侵华和清廷对各国宣战,西北地区的边防形势变得异常严峻。为了防止俄国军队从陆路入侵科布多,履任不久的科布多参赞大臣瑞洵在其辖区大刀阔斧地挑练蒙兵、发展屯垦,进行了一系列的＂筹防＂活动。瑞洵的＂筹防＂活动,与随后不久开展的清末新政＂裕度支＂、＂精武备＂的宗旨是相契合的,实际上是新政在科布多地区推行的前奏和重要体现。

A Study on Rui Xun who Devoted himself to the Frontier Defense Construction in Kobdo after the Chaos of Gengzi

With the invasion of the Eight-Nation Allied Army into China and the Court of Qing proclaiming war to the eight nations in 1900,the situation of the frontier defense in northwest region in China had been seriously deteriorated.In order to guard against Russia,Rui Xun,who was the Imperial Minister of Kobdo,devoted himself to the frontier defense construction in the area of Kobdo,which mainly involved in training Mongolia army,developing agriculture and reclamation and so on.It,in fact,was the prelude and important part of the New Policies Reforms in late Qing in Kobdo.
