| 摘 要： | 高校计算机设备采购过程中存在的问题有：网上竞价在具体执行上没有规定细则,不能令生产厂商有效竞争,产品得不到最好的性价比,公开招标采购周期长,预算缺乏精确性,用户不满意中标产品等,因此应推动：网上竞价加强执行细节约束,避免指定产品、用户可以选择标的要求和中标方式等。

| Abstract: | The issues in cyber equipments purchasing diversify： no specific regulation in online bidding,no competition amon g products manufacturers,low performance/price ratio;long bidding period,inaccuracy in budget,and low satisfaction of bid products,In order to solve these issues,this essay aims to provide suggestions on government procurement of cyber equipme nts by higher education institutions： regulations on online bidding,avoiding designation of specific item;clients’ free choice of bidding requirement and the way of winning the bid. |
