政府绩效审计之和谐发展

绩效审计是指由独立的审计机构或人员，依据有关法规和标准，运用审计程序和方法，对被审单位或项目经济活动的合理性、经济性、有效性进行监督、评价和鉴证，提出改进建议，促进其规范管理、提高效益的一种独立性的监督活动。政府绩效审计就是一种将经济监督与经济管理结合起来，对经济活动的节约、效率和效果进行综合考核和评价的审计方法。     

应用型本科经济管理跨专业综合实验教学模式研究

跨专业综合实验是应用型本科经济管理类专业实验教学改革的热点问题之一。基于对多所高校的调研,总结出应用型本科经济管理跨专业综合实验教学的4大模式:企业经营模拟课程、企业综合仿真实习课程、面向现实问题的跨专业综合实践项目、创新创业实践项目。企业经营模拟课程包括企业运营模拟沙盘课程、ERP软件应用课程、企业决策模拟课程;企业综合仿真实习课程让学生在仿真环境中运用专业知识进行企业运作的模拟演练,熟悉企业的经营管理;面向现实问题的跨专业综合实践项目强调不同专业的学生协同解决现实问题;创新创业实践项目包括创新训练项目、创业训练项目、创业实践项目。最后,对应用型本科高校的经济管理跨专业综合实验教学工作给出了几点建议。

浅论政府投资项目的投资控制

政府投资项目是实施政府职能的一种重要手段。政府投资项目对经济活动起着非常重要的作用，在我国每年的社会固定资产投资中，政府投资项目所占的比重很大。近年来，我国实施积极的财政政策以扩大内需，政府投资数额急剧增长。但是，我国政府投资项目管理体制和管理方式还存在薄弱环节，因而出现诸如效率低下、资源浪费严重、滋生腐败现象等问题。因此，对政府投资项目的管理方式需要进一步深化改革。本文就政府投资项目的投资控制策略与形式一一代建制做了相关探索。     

职业学校实施项目团队管理的构想

用项目反应理论修订教学效能感量表

采用随机整群抽样抽取505名中小学教师作为被试,其中,男教师189名,女教师271名,年龄均在25至55岁之间。采用教学效能感问卷进行施测,基于项目反应理论,对测试结果进行分析,得出所有项目的区分度、难度和项目信息峰值,参考项目区分度、难度及项目信息函数峰值对教学效能感量表做了修订,再运用结构方程模型、层面理论技术和最小空间分析对修订后的量表进行质量检验,结果表明修订后的量表测量拥有更为清晰的结构效度和更高的信度,测量更为精确。运用SPSS15.0管理数据,运用Hudap6.0和MULTILOG 7.03分析数据,研究得出如下五个结论:1)教学效能感量表为单一维度,可以使用项目反应理论进行分析;2)修订后的量表项目的区分度、难度更为合理;3)修订后的量表的测验信息峰值较原量表稍低;4)修订前后量表对应层面元素之间存在高相关;5)量表的三个方面内容结构得以证实,即学生品德行为教育、课堂组织管理和知识传授。     

An Automated Item Pool Assembly Framework for Maximizing Item Utilization for CAT

Computerized adaptive testing (CAT) has gained deserved popularity in the administration of educational and professional assessments, but continues to face test security challenges. To ensure sustained quality assurance and testing integrity, it is imperative to establish and maintain multiple stable item pools that are consistent in terms of psychometric characteristics and content specifications. This study introduces the Honeycomb Pool Assembly (HPA) framework, an innovative solution for the construction of multiple parallel item pools for CAT that maximizes item utilization in the item bank. The HPA framework comprises two stages—cell assembly and pool assembly—and uses a mixed integer programming modeling approach. An empirical study demonstrated HPA's effectiveness in creating a large number of parallel pools using a real-world high-stakes CAT assessment item bank. The HPA framework offers several advantages, including (a) simultaneous creation of multiple parallel pools, (b) simplification of item pool maintenance, and (c) flexibility in establishing statistical and operational constraints. Moreover, it can help testing organizations efficiently manage and monitor the health of their item banks. Thus, the HPA framework is expected to be a valuable tool for testing professionals and organizations to address test security challenges and maintain the integrity of high-stakes CAT assessments.     

Item Function Characteristics and Dimensionality for Alternative Response Formats in Mathematics

The purpose of this study was to investigate the technical properties of stem-equivalent mathematics items differing only with respect to response format. Using socio- economic factors to define the strata, a proportional stratified random sample of 1,366 Connecticut sixth-grade students were administered one of three forms. Classical item analysis, dimensionality assessment, item response theory goodness-of-fit, and an item bias analysis were conducted. Analysis of variance and confirmatory factor analysis were used to examine the functioning of the items presented in the three different formats. It was found that, after equating forms, the constructed-response formats were somewhat more difficult than the multiple-choice format. However, there was no significant difference across formats with respect to item discrimination. A differential item functioning (DIF) analysis was conducted using both the Mantel-Haenszel procedure and the comparison of the item characteristic curves. The DIF analysis indicated that the presence of bias was not greatly affected by item format; that is, items biased in one format tended to be biased in a similar manner when presented in a different format, and unbiased items tended to remain so regardless of format.

Item Response Models for Local Dependence Among Multiple Ratings

Ratings given to the same item response may have a stronger correlation than those given to different item responses, especially when raters interact with one another before giving ratings. The rater bundle model was developed to account for such local dependence by forming multiple ratings given to an item response as a bundle and assigning fixed‐effect parameters to describe response patterns in the bundle. Unfortunately, this model becomes difficult to manage when a polytomous item is graded by more than two raters. In this study, by adding random‐effect parameters to the facets model, we propose a class of generalized rater models to account for the local dependence among multiple ratings and intrarater variation in severity. A series of simulations was conducted with the freeware WinBUGS to evaluate parameter recovery of the new models and consequences of ignoring the local dependence or intrarater variation in severity. The results revealed a good parameter recovery when the data‐generating models were fit, and a poor estimation of parameters and test reliability when the local dependence or intrarater variation in severity was ignored. An empirical example is provided.

Preservice science teachers’ ecological value orientation: A comparative study between Indonesia and Korea

Abstract

The current study aimed to examine differences in ecological values between Indonesian and Korean preservice science teachers. Fifteen items from revised-New Ecological Paradigm based on value orientations were used as the research instrument. Two hundred seventy-three preservice science teachers participated in the study. Rasch analyses of dimensionality, item fit, and differential item functioning were used to explore the validity of the instrument. The independent-sample T-test and Pearson’s correlation test were utilized to compare data from the two countries. Preservice science teachers from the two different countries showed significant differences in only one of the three value orientations, which is egoistic value. Relationships among cultural, educational, and economic factors, as well as environmental values in these countries are discussed to fully explore the findings.
