国务院于1995年6月 20日正式批准和颁布了《全民健身计划纲要》,并将在全国组织实施。这是新中国体育事业发展史上的一件大事,标志着我国群众体育和国民体质建设进入了一个新阶段。 全民健身计划是一项国家领导、社会支持、全民参与的体育健身计划,旨在加强全民健身工作,提高中华民族整体素质。《全民健身计划纲要》分别明确了本世纪末和到2010年全民健身工作的奋斗目标与任务,是我国新时期全民健身工作的纲领性文件。 全民健身计划以全国人民为实施对象,以青少年和儿童为重点。《全民健身计划纲要》的颁布实施,将进一步推动学校体育工作的开展。现将《全民健身计划纲要》全文刊登如下。  相似文献

A national free swimming programme for under 16s in England was a central government initiative to increase participation in 2008/09, although not all local authorities adopted it. One implemented a bespoke free swimming initiative (FSI) for under 19s in the community instead, aiming to improve the health of young people through the programme and provide value for money for managers. The FSI saw 33% of the eligible population participating at least once. However, the programme evaluation demonstrated that, despite cost being removed, participation decreased over the programme. Furthermore, the FSI had a large market penetration effect, where the majority of participants were already swimming regularly prior to the intervention. Overall, the programme provided some health benefits to the more engaged participants, but in terms of wider social benefit there was little evidence to suggest the intervention had any additional impact. The cost per swim of the community investment was almost six times more per head than the central government funded scheme, suggesting that widespread programming did not provide value for money when compared to a more targeted programme.  相似文献

League Bilong Laif (LBL) is a sport-for-development (SFD) programme that was established in 2013 as a three-way partnership between the Australian Government, the Papua New Guinea (PNG) Government (Department of Education) and the Australian Rugby League Commission (National Rugby League). As a contribution to addressing low rates of school attendance and significant problems with anti-social behaviour within PNG communities, LBL was designed to contribute to (1) improvements in student engagement with education in and out of the classroom; and (2) communication of positive social messages, with a focus on respect generally, and gender equity in particular. This paper discusses the qualitative review of the pilot phase of the LBL project, and the implications for programme design and delivery for education outcomes through a SFD programme. Data were collected through a combination of 23 interviews and focus groups with 33 individual representatives from relevant organisations and government departments in the areas of sport, education and community development. Preliminary findings indicate that despite a challenging beginning, the LBL programme has made some progress in terms of the initial development of programme aims and stakeholder engagement, largely because of the rigorous design process that kept desired programme outcomes at the forefront.  相似文献

The Millennium Volunteers (MV) is a nation-wide government initiative designed to encourage citizenship in young people by providing opportunities to volunteer their time in the community for the benefit of themselves and others. This paper examines an MV programme focused solely on sport that sets out to provide training and support for young sport leaders to do volunteer work in their schools and the community. The rationale behind this study is to describe the psycho-social characteristics of young sport leaders (males = 138; females = 168; mean age = 16.6 years) from across England who were involved in the programme. Assessments were made on their motives and attitudes to volunteer work and their perceptions of leadership skills over a nine-month period. Overall results showed that leadership skills and volunteer motivations increased while the importance of and attraction to volunteering also changed over time. Providing a profile of young sport leaders and a measure of the impact of their volunteer activity may be of benefit to sporting organisations, educators and community administrators who wish to increase interest and opportunities in volunteer work by young people. This study demonstrates the advantage of using sport and volunteering as a means for encouraging pro-social behaviour and citizenship among young people and the positive impact this combination can have personally on the volunteer.  相似文献

Current research suggests that Aboriginal-controlled organizations should play a larger role in developing and implementing sports-based programmes for Aboriginal young people. In this paper, we explore the influence of an Aboriginal-controlled organization and its government-funded remote sports-based programme on Aboriginal participants and non-Aboriginal stakeholders. We consider whether this sports-based programme is meeting the needs of a remote community in Northern Territory, Australia, and argue that the influence of the Aboriginal controlled organization is somewhat minimized, due to the constraints of government policy and associated funding, which focus on the socioeconomic agenda of reducing gaps between Aboriginal and non-Aboriginal Australians in health, education and employment. The Aboriginal community members and youth would appreciate the Aboriginal-controlled organization working more closely with them to improve the influence of the programme by paying respect to the local Aboriginal culture, social systems and knowledge.  相似文献

Over the last decade or so, young people have increasingly become a focus of UK sport policy. Fuelled in part by concerns such as the increasing levels of childhood inactivity and obesity, and the lack of international success in sport, a plethora of policy initiatives aimed at young people have been developed. In April 2000, the government published its sport strategy document, A Sporting Future for All, pulling together all the threads of recent policies, and in it, restating its commitment to youth sport, sport in education, excellence and sport in the community. One such policy initiative, the School Sport Co-ordinator programme, is the focus of this paper. The School Sport Co-ordinator programme, currently being introduced into schools in England, is an initiative that involves two government departments (sport and education) and a number of other agencies, reflecting the government's current agenda to ensure 'joined up policy' thinking. It aims to develop opportunities for youth sport through co-ordinated links between PE and sport in schools, both within and outside of the formal curriculum, with those in local community sports settings. The essence of the School Sport Co-ordinator programme is to free up nominated teachers in schools from teaching to allow them time for development activities, specifically to encourage schools and community sports providers to work in partnership. This paper draws on data from an ongoing research project examining the implementation of one School Sport Co-ordinator partnership, 'Northbridge'. Drawing on in-depth interviews, it explores the perceptions of the newly established School Sport Co-ordinators of their changing role. The paper highlights some of the initial tensions and challenges for them in their task of working across different educational and sporting contexts.  相似文献

残疾人体育作为一种准公共产品,其供给方式主要有政府供给、市场供给和自愿供给(第三部门供给)3种模式;运用制度经济学的交易费用理论对3种供给模式进行测算,指出我国残疾人体育由目前单一的政府供给所产生的边际交易费用要远远高于非政府供给所发生的交易费用,在一定的条件下将残疾人体育的供给由政府部门交给非政府部门可以在一定程度上节约交易费用,从而提高供给效率。  相似文献
