党的十六大和十六届三中、四中全会，提出了我国现阶段的重大任务是构建社会主义和谐社会，和谐社会的构建需要全民终身教育和终身学习。目前阶段，应从终身教育观念普及、深化教育体制改革、优化教育环境、构建立体交叉的教育体系、积极开展试点等入手建构学习型社会．从而使终身教育为和谐社会的构建作出贡献。
