| 摘 要： | 在介绍了虚拟电信运营之后，对虚拟电信运营的外部风险和内部风险进行了定性分析，给出了各种风险的影响因素；并运用专家预测法和模糊数学方法对风险进行评估，进而得到综合的运营风险；最后给出了能够降低风险的一些措施。

| Abstract: | The article introduces the virtual network operation, and makes the qualitative analysis of its exterior and interior risk, and shows risk factors. Then the article makes the evaluation to risks with the expert forecast method and Fuzzy method, and gets the integrated operating risk. Finally, the article gives some measures of reducing the risks. |
