从可持续发展到协调发展——区域发展观念的新解读

区域协调发展是我国缩小区域差距、兼顾“两个大局”的重要战略。发展、持续发展、可持续发展和协调发展虽互有关联,但内涵各有侧重:发展是状态的改善,持续发展强调过程,可持续的本质定义突出的是代际关系,协调发展着重的是处理人地、人人关系,追求效率和公平的平衡。可持续发展和协调发展内在关系紧密,区域协调发展是区域强可持续发展,是区域发展的最高要求;区域协调发展是相对的、动态的、长期的,将随着区域发展过程中效率与公平关系的变化而变化。对这些观点的阐释,有助于统筹区域的协调发展,有助于坚持贯彻科学发展观。

From Sustainable Development to Harmonious Development: A New Comprehension on Regional Development

Regional harmonious development is a national strategy to reduce regional disparity and to pay attention to("two) major situations" in China.Development,sustaining development,sustainable development and harmonious development,all have correlations with each other.However,each has its own peculiarity.Development is the improvement of a status;sustaining development emphasizes the process;sustainable development focuses on generation relations;harmonious development stresses the relationship among human beings,between man and his surroundings,so as to pursue balance between efficiency and justice.Sustainable development and harmonious development have a close relation: regional harmonious development is a strong sustainable development,but also the supreme demand for regional development;region's harmonious development is relative,dynamic and longtime,and will be different along the change of the relationship between efficiency and justice.Proper explanations of these relations could help planning region's harmonious development as a whole.
