在全球化时代,文化多样性的治理已成为世界各国教育政策的热点议题,但有关教育政策理念的系统研究在我国至今较为薄弱。在文化多样性的北美,20世纪60年代以来不断关注该议题,至今形成了旨在培养文化多样性的三种教育模式,即文化互动教育模式、多元文化教育模式和反种族主义教育模式。三种模式都聚焦文化多样性,但各有侧重和历史贡献,值得我国酌情借鉴。其中,反种族主义模式最富有系统性和批判性,但较为激进,多元文化模式所产生的国际影响和目前遭遇的争议较大,文化互动模式则为联合国教科文组织等国际组织所倡导,也较为符合我国的历史传统和教育实际需要。

以新自由主义为指导思想的英国撒切尔政府认为,20世纪六七十年代工党所实行的综合化运动由于过分强调平等而忽略了学生的差异,造成了教育质量的下降,因此从20世纪80年代末开始在基础教育阶段实行多样化和择校政策,将市场消费理念引入教育,家长可以像选择商品一样为其子女选择学校,通过学校的多样化满足不同能力和兴趣学生的需求。通过学校之间的竞争达到教育质量的提高。但是,保守党的择校政策引发了教育公平方面的质疑。新工党执政后,在继续推行择校政策的同时,对择校政策加以完善,试图寻求择校政策中公平与效率之间的平衡。
