本文分析了当前我国地方高校目标管理呈现的新变化。这些变化主要有5 个方面：由统 一式目标管理向分类目标管理转变, 由年度目标管理向年度目标与任期目标相结合的目标管理转 变,由常规目标管理向重点目标管理转变,由强制性目标管理向诱导性目标管理转变,由以院系为 主的目标管理向职能部门与院系目标任务捆绑相结合的目标管理转变。

由教学型大学向研究型大学转变是地方工科院校未来发展的重要方向,协同创新背景下,现有科研管理激励机制不利于地方工科院校的战略转型。为适应发展需要,地方工科院校可以从以下5个方面构建科研管理激励机制:发挥工科优势,促使文理工交叉融合;个人激励与团队激励相结合;数量激励向质量激励导向转变;物质激励与精神激励相结合;结果激励与过程激励相结合。

本文通过揭示新农村建设和土地整理之间相互关系,分析了目前土地整理已取得的成就及其整理存在的问题,结合重庆市渝北区兴隆镇新农村建设项目,提出今后土地整理思维的转变。本文提出新农村形势下土地整理思维的四点转变：①土地整理目标由增加耕地数量,向适度提高耕地数量,重点加大基本农田整理,建设高标准农田,提高耕地质量转变;②土地整理的内容由农地整理向农地整理与居民点整理相结合转变;③土地整理的融资渠道由政府投资的单一化向政府、社会、农民相结合投入资金的多样化转变;④公众参与由参与到土地整理可研、及规划设计的前期阶段向参与到土地整理项目的全过程转变。

The perception of power in university departments: A comparison between chairpersons and faculty members

This study analyzes differences in power perception across hierarchical levels in university departments and their consequences on studying the power structure of universities. The study's major variables include the holder of power and the nature of decisions involved, controlling for the field and the prestige of the department. Two perceivers were the subjects of the study, chairpersons and faculty members. Comparison between the two perceivers yields considerable differences. The different patterns of power observed by faculty members and chairpersons and the various areas of agreement and disagreement between the perceivers are discussed and analyzed.     

Paradigm development and leadership style of university department chairpersons

This article develops and tests the argument that leadership behavior in organizations can best be understood within a contingency technology-environment model. The major premise of this model is that one of the most influential intervening factors between organizational performance and leadership behavior is either the technology that the organization utilizes or the environment with which the organization interacts. Building upon this premise and the work of Kuhn (1970), four hypotheses are tested concerning the relationship between the effectiveness of natural science and social science departments in American universities using factor analysis. The data supports the conclusion that differential leadership styles are predictable in different scientific fields.

Redefining the English Major: adding strength to strength

Harvard served as a model for English Departments in the past and, with its 2008–2009 changes, it seems to take the mantle in providing yet another model. However, I propose a much more radical approach to creating an undergraduate ‘English’ curriculum that does more than push the boundaries of traditional study of English literatures. I propose a complete redefinition of the English Major. Those who are currently ‘English’ Majors seem to be increasingly less concerned with studying a national literary tradition, but seek a world literary tradition. My proposal, thus, changes the name of the department and the major to Department of Literature and Language. Harvard’s new model is a start, but it still centres the study of literature and language on one literature and one language, English, and, thus, continues to offer a half solution.

英国南安普顿大学的案例展示了一个复杂的院系评估方案从无到有、从计划到实施的完整过程,为我国大学开发和实施院系评估方案提供了一个反思和借鉴的对象。案例研究表明：大学院系评估不宜仓促实施,应该在达成广泛共识的基础上,审慎推进,逐步完善;大学应该充分尊重院系自我评估的权利,因为自我管理和监控是学术组织自治的内在要求,植根于学术自由的理想。因此,对于即将实施大学院系评估的院校而言,基于大学宪章的院系自我评估方案或许是唯一现实的选择。

采用文献资料法、访问调查法对中央财政部与地方高校共建运动人体科学实验室模式进行了调查分析,提出了加强共建实验室建设和管理的对策,旨在为地方性高校体育专业实验室建设提供参考.     

Factors associated with changes in prestige of university departments

Four models of possible predictors of changes in prestige for university departments are advanced and tested using multiple regression. Changes in prestige are measured using a residual change score derived from the ratings of departments in various disciplines collected by American Council of Education in 1964 and 1969. The models are tested using data collected from 1,164 faculty in 80 university departments in 1968, and from published sources for that same year. Results indicate that a resource model is the best predictor for sociology, and that a research productivity model and an organizational model were good predictors of reputational change for political science and chemistry. For physics, only one organizational variable was an important predictor. The fourth model tested involved reputation of faculty within the department, and this model yielded the fewest significant results. A composite predictive equation was then used, retaining variables that had emerged as significant in earlier analyses. Results again exhibited large differences across scientific fields, suggesting that there is no single set of factors that can reliably predict improvement or decline in prestige across all disciplines.
